Consequent to the expansion of the Karnataka state cabinet, Association for Democratic Reforms and Karnataka Election Watch have analysed the self-sworn affidavits of 32 out of 33 Ministers including Chief Minister from Karnataka State Assembly 2023. 1 Minister namely Kelachandra Joseph George from Sarvagnanagar Constituency was not analysed due to the unavailability of his clear and complete affidavits on the ECI website at the time of making this report.

This analysis is based on the affidavits submitted by the candidates prior to the 2023 Assembly elections and Karnataka legislative council elections.

Criminal Background

  • Ministers with Criminal Cases: Out of the 32 ministers analysed, 27 (84%) ministers have declared criminal cases against themselves.
  • Ministers with Serious Criminal Cases: 7(22%) Ministers have declared serious criminal cases against themselves.
  • Ministers with declared cases related to attempt to murder: 1 Minister has declared case related to attempt to murder (IPC Section 307).
  • Ministers with declared cases related to Crime Against Women: 1 Minister has declared case related to crimes against women.

Financial Background

  • • Billionaire Ministers: Out of the 32 ministers analysed, 7 (22%) ministers are Billionaire.
  • Average Assets: The average assets of 32 ministers analysed is Rs. 110.94 crores.
  • Total assets of Ministers: The total assets of 32 Ministers are Rs. 3,550 Crores.
  • Minister with Highest Assets: The minister with the highest declared total assets is D K Shivakumar from Kanakapura constituency with assets worth Rs. 1413.80 Crores.
  • Minister with Lowest Assets: The minister with the lowest declared total assets is K. S. Basavanthappa from Mayakonda (SC) constituency with assets worth Rs. 1.01 Crores.
  • Liabilities:All 32 (100%) ministers have declared liabilities out of which the minister with the highest liabilities is D K Shivakumar of Kanakapura constituency with Rs. 265.06 Crores of liabilities.

Other Background details (Education, Gender, Age)

  • Ministers’ Education: 7 (22%) ministers have declared their educational qualification to be between 8th and 12th standard while 24 (75%) ministers have declared having an educational qualification of graduate or above. 1 minister is a Diploma holder.
  • Ministers’ Age: A total of 6 (19%) ministers have declared their age to be between 40-50 years while 26 (81%) ministers have declared their age to be between 51- 75 years.
  • Women Ministers: Out of the all 33 Ministers, there are no women.
